The stamp is a date, and only a date
The line above the first story gives a calendar day and nothing finer. That is the honest limit of it: the run that assembled this list wrote the day it happened on, and the clock behind that day need not be the Nairobi clock. Read from Kenya, the stamp places the list to within a day. It does not say that the material was gathered while Nairobi was awake, and the page never claims an hour it cannot support.
The consequence is easy to state. A list can be current and still sit a night away from the newest thing behind it. Nothing on this page moves between runs — the themes, the standing description under each of them and the outlet links stay exactly as they were written — so an afternoon reading in Nairobi shows what a morning reading showed. Age here is counted from the stamp, not from the moment the page was opened.
Nairobi keeps one offset all year
East Africa Time is UTC+3 and stays there. Kenya does not put its clocks forward for part of the year and back for the rest, so a local hour has one meaning in January and the same meaning in July, and a date written in EAT needs no footnote. For a reader here that removes a whole class of confusion before it starts.
Much of the material behind these themes is produced where clocks do move. When a European or a North American clock shifts by an hour, the distance between the Nairobi day and that working day shifts with it, twice in the year and in opposite directions.
